    1. While I agree with you that it is culturally specific, I do disagree with you that it’s not a Halloween costume. When you research Halloween costume several explanations come up: “A style of dress, including garments, accessories, and hairstyle, especially as characteristic of a particular country, period, or people. 2. An outfit or a disguise worn on Mardi Gras, Halloween, or similar occasions. 3. A set of clothes appropriate for a particular occasion or season.”
      This is specific to a country and people who dress up to celebrate the deceased which is also what Halloween is about so this particular outfit is quite fitting for the occasion.
      I’m from Germany and I frequently run into people dressed as Bavarian Germans in a Dirndl or Lederhosen here in the US at Halloween and I consider that a costume/Halloween costume when other people wear it. It’s also very culturally specific to my country and my people.
